Yes a start date of 2022. Which is not that far away….it seemed it in 2016. All the major legislation is in place of course…the 2012 WRA Act set out housing costs scheme for pensioners. By then housing benefit will have been in place 40 years…by the time everything is finished and done the scheme will have hit 50 years and that really is crazy. Those who wrote the initial legislation are nearly all retired or dead. I joined hb in my 20’s…now 60’s….and I guess there are very few around who can remember the partial start or the blue book.
