Can I just suggest there is a general need for care with what “moving on to LHA” (or similar) means? As noted in the HBINFO issues log, claimants move on to the LHA regs at various times starting from April 2007 but that does not mean they become subject to the LHA calculation rules under reg 12 C.
We do not know why DWP lawyers felt they could not move all claimants on to the LHA regs from next April but it sure is causing some confusion (not necessarily here).
