The individual si issued that covered your post code specifically states that hb cannot be awarded unless an exemption applies once the person becomes a UC claimant. I don’t see any argument for paying hb again myself. The right course is for the claimant to appeal the UC decision if they disagree with it. Uc regs are different in many areas. I think you are on very dangerous grounds here with regards to subsidy. This is no longer a matter for the council..as soon as the claimant has become a UC claimant the matter is for DWP. Sorry!
