The student is exempt for Council Tax so is treated as "invisible" for Council Tax. This means the other joint tenant is laible for 100% of the 75% charge as if he was the only person living there.
Same reasoning means that even though the property has a 75% charge the student cannot claim towards it, even though if he was not a student he could claim 50% of the 100% liability. Confusing huh?
