If they are receiving the LHA direct, then you would just take the deduction from whatever is due and the £15 does not really matter.
What is more interesting though is what if the LHA is being paid to the landlord and there is (up to) £15 due to the claimant. From where does the LA make the deduction – from the amount due to the landlord or from the tenant (makes more sense I reckon).
