If I was an OP officer I would be tempted to do so. When short stay accommodation is paid separately and outside hb how are any overpayments going to be recovered? No idea..so a pragmatic approach is understandable if not strictly lawful. How much HB, DHP is now owed? Over £2 billion now..,,
