I think expecting the landlord to know is a non starter unless living on the property, that sort of checking up would generally fly in the face of allowing the tenant quiet enjoyment (subject to rent collection arrangements etc).

There are some other enquiries you can make:
1) If not an HMO when were Council Tax bills sent to the LL?
2) If there was a shortfall, what were the arrangements for payment, when did they fall over and what action was taken?
3) When was the property re-let – more importantly how and when was it advertised?
4) What has happened to the deposit (if there was one?)
5) Just because the tenant has moved does not mean the tenancy has come to an end. What steps has the landlord taken to terminate the tenancy?
