tenancy started april. she had capital and is up to date with her bills – thereby demonstrating she could afford
the fact she quaifies for benefit is irrelevant on whether she could afford iy – you cannot say " she couldnt afford t because she quaifies for benefit"
Nor can you say, well shes paid it, but nothings changed so she culdnt afford it because shes made a claim.
HOW she afforded it is not up for decision. SShe has income and presumably used tht and her savings to afford the rent liability.
shes entitled to the 13 week protection , in my opinion
