I understand that the relevant benefit rule applies to deps when the award of – for example – DLA is backdated, then HB/CTR "arrears" can mimic this period and release the underpayment….


What if the notification of the relevent benefit (for a dep) to the Local Authority is delayed – by the Claimant – by more than a month (and less than 13 months) and this results in a beneficial change for the claimant? Can the beneficial HB/CTR be paid from the effective date of that relevant benefit (DLA)? Or does the late notification of change rule apply, and entitlement only increases from the Monday after?
