Sometimes it's a redevelopment, the op suggests this is the case and it's a temporary decant.
A temporary decant is defined as a process where residents are required to move from their homes for repair work to be undertaken, incuding demolition.
A permanent decant is a different thing, a resident is moved out of their property and there is no intention to return them to it.
