It is the same dwelling /household.( she shares all the accomodation)It is not a separate dwelling.

From what I have read the mother should have been on the tenancy as an owner. This I thought was alegal requirement that all oweners should be declared? Am I wrong?
She is not on the tenancy so where do you think we stand with this?
