Abbeyfield Homes offer what they call “very sheltered” housing providing a level of support that falls just shy of the personal care threshold that would trigger a registration requirement under the Care Standards Act.
If the establishment is not required to be registered, that means it is not a care home for HB purposes – the only establishments excluded from HB by Reg 9(1)(k) are those that would have to be registered under the Care Standards Act.
