The daughter lives in the property and has to make payments to continue to do so. The mother is not making payments.
I think it is entirely reasonable to treat the daughter as liable to make payments in these circumstances. It is our job to administer HB according to the relevant regulations, not to take a moral stance or seek to police what goes on between landlord and tenant.
