I agree with kqsuited agreeing with me. 🙂 But not with Ry. The daughter lives in the property, and has to make payments to continue to do so. The mother is not making payments. That's all we need to consider.
I also don't think you need to worry about the start/continue thing. She has to pay to continue living there as soon as she starts living there, so it's all paying to continue. I can't see how a judge would take issue with this, or why we would.
