If the claim from HB came in after 8/3 it has to be UC… It sounds like the HA is confusing (possibly deliberately) Live Service gateway conditions with some of the consequences of UC…
You can't accept a claim for HB for this tenant after FS rollout date unless the clmt has 3+ children or it's Supported Exempt Accomodation.
