in simple terms is the following correct for overpayment recovery on change of address:
Address A = Landlord x
Address B = Landlord y
no lump sum recovery, invoice landlord x(l/l made liable for overpayment)and pay landlord y
Address A = Landlord x
Address B = Claimant
no lump sum recovery, invoice landlord x(l/l made liable for overpayment)and pay claimant
Address A = claimant
Address B = Landlord
no lump sum recovery, pay new l/l recover overpayment made to claimant in deductions (see overpayments guidance manual ) i would have applied offsetting in this case but that is not what it says in the guidance manual
No problem with offsetting/UE where payee was claimant at both address and on cases where landlord remained the same.
