I've seen it with NHS workers having their main job, paid monthly, but also take on additional hours as bank staff which is paid weekly. The tax deducted from the monthly pay is generally higher than you would expect and so there are quite regular weekly tax rebates.
I don't think you can treat the tax rebate as income for HB purposes.
