We treat UC notifications as an intention to claim and issue a CTS claim form (which quite often does not get returned). We cannot treat the notification as a claim unless we change our scheme (like you have both said).
The decision to treat the UC notification as an intention to claim is based on the fact the CTS box on UC claims would have been ticked and that would have genertaed the UC notification.
