In your circumstances are you making the payments in advance or has the rent liability been reduced?
Assuming the monies are being paid to another department of your authority I do not believe the method you choose to make the payment changes the classification of the overpayment. I presume these payments could if the means and resources exist be paid by an internal transfer using a voucher payment method
This being the case your authority is making the housing benefit payments to itself and your authority also acts as "landlord"
