Homeless placements “rooms”

    When calculating ineligible service charges for homeless placements , we generally calculate certain charges ie water rates as a charge per room.

    This works out ok for hotels etc, but we are now getting more placements where a claimant is being placed in a private address and potentially has use of the whole house ie 3 bedrooms , living room , kitchen etc. We always ask for included service charges and costs but rarely get given an actual costing

    We have continued to deduct charges per room , but are now wondering should we include the living room in the calculation of how many rooms the claimant has use of ? or id there a fairer way of calculating ineligibles ?

    Who is the claimant’s landlord in such an arrangement? Should it even be HB at all?
