    According to SX3 they clarified with DWP that the new £11.90 disregard is effective 07/04/03 and not 01/04/03. The HB regs are amended from 06/04/03 according to SI 770/2003.

    BUT

    A1/2003 (revised) appears to suggest that the 11.90 applies from uprating see para 52.
