    ❓ We have a 16 yr old sole resident of a LA property – which means we as Council are liable for ctax but with the Class S exemption. However, her 20yr brother has gone to live with her.

    I think that we should bill the brother, since we cannot legally bill the 16yr old – Does anyone agree with this?

    Yes, class S exempts where the property is only occupied by and under 18. So I’d bill the brother.

    I would agree that in this case you would have to bill the brother, who of course would still be entitled to a 25% single person discount.
