A23/2009 overpayment recovery income

    We are currently having a healthy debate here about the recovery issue raised in A23. We have quite tight in year monitoring for subsidy forecasts and O/P recovery with our accountants.

    When we are forecasting against budgets, HB overpayment recovery for private tenants is a source of income for us.
    When I considered A23 I saw it as purely a reduction in subsidy claimed as opposed to a reduction in the value of O/P’s recovered by underlying entitlement as this still occurs.

    Just wondered how others had viewed it or even if you had.

    I agree. I have construed this to mean we can no longer claim subsidy on both the payment and the overpayment for the scenarios outlined, we now have to net the overpayment down when claiming subsidy.
