I have a claim where the clmt is an A8 worker with an unmarried partner. Does this mean that the partner has no right to reside and therefore would not be included on the claim?

How would you not include them on the claim? If this person is your claimant’s partner then he/she has to be included. There is no provision to do otherwise in HB/CTB.
