    Hi all,

    I have recently received a query regarding the Adult Learning Grant and whether or not it is disregarded or included as income for the purpose Housing Benefit and Council Tax Benefit calculation.

    Apparently the authority can disregard £632 a year but it is up to local policy. Could anybody tell me in which circular/regulation this is contained, if the authority can choose any amount up to £632 a year to disregard, if the authority would still receive subsidy on benefits paid out if some or all of the grant was disregarded and if anyone has written a local policy already would be possible to read it?

    The Adult Learning Grant is taken into account as income, subject to the usual disregards for books/equipment and travel (£660 in total for 2007/08). See Circular A15/2006 and this from the DWP Guidance Manual:

    2.175 The ALG is a means tested allowance of up to £30 per week for learners aged 19 or over. It offers financial help for those studying at least 12 hours a week.

    2.176 For HB/CTB purposes people in receipt of an ALG can be a part-time or full-time student.

    2.177 Apply the disregards for books and equipment and travel, see Annex B.

    Note: Do not confuse the Adult Learning Grant and Assembly Learning Grant which are both referred to as ALG.[/quote:be2f8044e3]
