    Hi there

The A & L are offering us a Pre Paid Card facility as an alternative to basic bank accounts. I was wondering if anyone else had heard of this and what your thoughts are on this as a payment option.

    Thanks
    Evelyn.

    “Ideal for benefits payments
The pre-paid VISA card is cheaper than issuing cash cheques and more secure than paying out cash. We operate on chip and PIN, and security is just as tight as any normal bank-issued Visa, Switch or Mastercard.

The card can be used to withdraw cash over the counter or through an ATM, make point of sale payments, or to shop online or over the phone. They do not allow the holder to get into debt as there is an instant debit when a card is used. The card can be used for any payment or benefit, from any government department, local authority or voluntary sector organisation. Alliance & Leicester work with the issuing body to ensure that the pre-paid system fits in with existing IT systems, so there should be no major investment or disruption caused by investing in new processing systems”.

Quite an expensive option for people on low incomes.

As I understand it, although I may be wrong, there will be little value for HB. I am not aware that there will be any facility for tenants to set up standing orders/direct debits so just how are they supposed to pay their rents? ATMs usually have a withdrawal limit and who wants to walk around with that much cash. How do you pay your landlord who lives miles away?
