Benefit Take-up . . . as if there isn’t enough to do already

    Our disc from the PS was not terribly helpful: only one-third of our >60 caseload was on it, info conflicted with ETD’s on hand and a large proportion of the entries were [b:32fc234806]not[/b:32fc234806] HB/CTB claimants.

    It’s this last group I’d like to talk about. I know we are all busy. However, if we have data of people in our area who qualify for Pension Credits but do not currently claim HB/CTB should we (in the spirit of “Take-up”) be inviting claims?

    I thought the PS were going to do this automatically but there are so many on the disc that they seem to have missed.

    If I were a cynic, I would say the PS will hit us with all these claims all in one go some time in the future. Like on one of the two forthcoming “sweeps”.

    What are other people doing?

    If we want to look on the bright side then we can can console ourselves with the transitional arrangements during the take-up period, viz, where a claim for HB is received from a pensioner (except JSA / IS) between 6 October 03 and 5 October 03, the claim is treated as being made on 6 October 03. (Broadly speaking)

    I guess this might be useful and removes the urgency in getting pensioners to claim now. 😆

    Thanks Phil . . . unfortunately, my fault for saying this at the time, I was also mindful of the Performance Indicators.

    I read in another thread that if a claim is deemed to have been received on 06/10/03 but actually comes in in July 03, for example, there is no dispensation re. PI’s. In otherwords, taking claims back to 06/10/03 for Pension Credits “will seriously damage your LA’s health” (in PI terms).

    (and we’ve got the CPA people coming next Summer!!!)

    Why not invite claims? You should have had the disk for over a month so at least had some time to respond. Past history has shown better to invite than ignore (despite backdating dispensation).

    We have approx 200 cases where we know the person is on Pension Credit but does not have a live HB/CTB claim. We are just about to start inviting claims from these people and will use our Visiting Officers for this purpose if there is no contact from first mail shot.

    Apparently some of the incorrect people in the scan are non-dependants who have had the “HB indicator” ticked on their DWP record in error.

    This would account for some of those who are on your list but do not have a live HB claim. So, if your software allows, you could search your non-deps before inviting a HB claim from someone.

    This info passed on from our software supplier (IBS).

    For IBS users, where the HB claim has a record of the NINO of the non-dep, they will be extracted correctly from the scanned data. Where no NINO is held for the non-dep, it will create an “exception error”
