    Sorry this isn’t Hb /CTB – Anyone aware of any LA’s that have used the powers in s13A Local Government Finance Act 1992 to reduce Council Tax for Pensioners by way of a discount ? Have any LA’s considered it but rejected the idea and if so does anyone know why and how I might get a copy of the decision/reasoning.

    Kent CC mooted the idea of introducing it a couple of years ago but dropped it after advice that it could trigger legal action from other low income groups wanting a discount. Havent got any specific details, but you could start on this link, which details the decision not to proceed.

    I would have thought that Kent CC would have had much more of a problem awarding discounts on the grounds that they are not a Billing Authority.
