Council tenancy change of address

    What date would you use to deal with the following change:
    Tenant moves from one council property to another within the same Local Authority area.
    Address A : Tenancy ends on 06/08/2006
    Address B: Tenancy starts on 07/08/2006
    However claimant remains at Address A until 11/08/2006.
    moves to Address B on 11/08/2006.

    Would the change be applied from 07/08/2006 but the rent at Address B is split 3/7 making the claim continous?
    Or
    should claim at address A be terminated from 07/08/2006
    and as claimant does not move into Adress B until 11/08/2006 a new claim is required?
