    We have had 2 claims which were subject to a money laundering investigation in which the landord was convicted. The tenants involved were also implicated but not directly involved.
    What is the criteria to determine a ‘fit & proper’ landlord?


    Well literally it’s whether the LL is “fit and proper” to receive benefit, so all you need to consider is a) has he colluded with a fraudulent HB claim or b) has he failed to repay an overpayment. If you start looking at other areas of his (criminal) life as a reason to refuse you might as well say you shouldn’t pay the naughty claimants either.
