Format for observations for appeal to commissioners

    Is there any guidance / suggested format for the observations that the commissioner invites following an appeal to the commissioner?

    Yep there sure is…

    Some poor appeals person made the mistake in setting out his/her submission in a letter addressed to the Commissioner… Commissioner Jacobs did not take kindly to that, (see paras 25 – 30 of CH/3853/2001).

    So the DWP realising they missed that part out of the ‘welcome aboard’ stuff in 2001 (when HB was joined with TAS), issued circular A5/2002, (which will answer all your queries, and also helpfully has CH/3853/2001 included). You will find what you want at page 19 of the circular, but you should have read of the whole circular as it’s actually very straightforward and unusually clear!
