I am writing a report on benefit fraud.

the obvious starting point is what is benefit fraud and I would define benefit fraud as:

“A deliberate attempt by someone to receive an amount of benefit which they would not be entitled to had their true circumstances been known.”

Does anyone else have any good definitions they’d like to share or any comments on mine.

To this I would consider
“An attempt or act by any person or persons with a view to receive a payment and/or other advantage under the benefit provisions for themselves and/or others, to which they knew or reasonably suspected that their actions would result in loss or disadvantage to another by their dishonest action or inaction”

Not too easy to get one is it!
