Hardship fund?

    We're thinking about a "hardship fund" as part of our CTS scheme.  Has anyone else considered this?  If so, would you be willing to share an overview of your ideas, the administration of it, etc?

    If you’re considering a hardship fund why don’t you make the scheme more generous in the first place? In a two tier authority you will pick up the whole cost of it. We all seem to be forgetting that IT’S ALL OUR MONEY. Surely hardship only applies when somebody else’s funding falls short? Just saying..

    In a two tier area, if the hardship fund is an integral feature of the local scheme, not an ‘added extra’ then presumably there is no reason why the cost cannot be shared by the collection fund.

    You already have the facility to make hardship payments under s13A LGFA (by remitting liability). My understanding is that the cost of this falls on the billing authority.

    If the hardship fund is within the scheme it is a collection fund issue, if it is something outside of the scheme, then it would be a general fund (billing authority) issue.
