Previously, if the date of claim was in the same benefit week as a new liability, the entitlement to HB would start from that week and the start date would either be the Monday for a weekly liability or from the date liability started for daily/monthly liability.
However, with the new change of circumstances rule for changes of address within the LA area – where the effective date is the date of the move to the new property – and composite payments being made from that day regardless of whether the rent liability is weekly, monthly or daily – am I right in thinking that there are now separate entitlement rules for:
a) changes of address within the LA area
b) new liability when moving into an address for a first time claim or a move to a different LA area
c) an initial liability where there is no change of address involved?
