HB OVERPAYMENT RECOVERY – WHAT STATS AND MEASUREMENTS DO YOU RECORD?

    The lovely people from Audit Scotland asked my authority to beef up the statistics and work measurements that we record iro HB OPs.

    At present we record (along with the subsidy stats) –

    1) £ recovered (broken down into the various methods of recovery)
    2) Value of new OPs calculated (split between rent rebate and rent allowance)
    3) types of work undertaken by the staff (reports, apps for dir.ded from dwp, invoice raised etc.)

    We can’t show £ recovered by each team member.

    Are there other stats / measurements that you collate in respect of HB OPs?

    I am sure you, as managers, or your managers or your auditors need detailed stats on OP recovery (or is it a Fife phenomenon?

    We collate figures on a monthly basis which show the total value of HB overpayments, DHP overpayments, Administrative Penalties and Legal Costs raised, any write offs and recovery and the total outstanding balance. This is reported then separately for each financial year.

    From this, you can see if you’ve had any successes with older debts (for example) and can calculate the percentage recovery rate for each type of debt over each financial year while still being able to keep an eye on the current year. This all stemmed from an audit recommendation a few years ago which said we ought to have a more stringent method of calculating our bad debt provision.

    I’ll put that to the BOSS and see if this will suffice her/the auditors appetite for data.
