    At least he is varying his stance – I was beginning to think he had a string in his back (a la Woody from Toy Story) that said ‘UC is on time and on budget’ every time it was pulled.

    This is probably why under budget.

    The Autumn statement says (bottom of page 47)–

    “The four year process to stop claims to the benefits replaced by UC and to migrate existing claimants from the old system to the new will begin in October 2013 and be completed by the end of 2017.

    The exact timing and sequence of the migration process will be adjusted in the light of experience, not least from operating the pathfinder service in the Greater Manchester area from April 2013.

    For the purpose of the costing, we have assumed:
    • new claims to UC in place of JSA start from October 2013;
    • new claims to UC in place of TC and IS start from May 2014;
    • new claims to UC in place of ESA and HB start from October 2014; and
    • managed changes start in September 2014, initially for JSA cases, and then the other benefits and tax
    credits in the same order as new claims. ”

    It doesn’t do what it said on the Tin :santa:

    One of the things I still haven’t got my head around.

    • new claims to UC in place of JSA start from October 2013;

    Would that include customers that have a rent liability and if so would that also not include new claims for HB as some customers will be claiming both for the first time ? Others might be claiming UC instead of JSA as a new claim but this would be a COC for Hb purposes.

    How are those “HB” claims treated or am I right in thinking that the UC claims including Housing Costs won’t start in october 13 ? I am really losing the plot now.

    They should include Housing Costs as well, Julian. I think it all depends on what is claimed first.

    So 3m people will be better off, but 2.8m will be worse off. Hmmmm, convenient how that never comes out with the press release.

    The programme is massively over-budget, i know this – i worked on it – so i can only assume they are using the savings genereated by the 1% restricted LHA etc to prop the figures up.

    it was in an e-mail from Sheldon (cipfa). but it’s not on page 47 of the Autumn statement (or any others)
