Increases in rent due to improvements

    If a hardstanding has been provided by a social landlord for a tenant and subsequently increased rent by £4 per week, would this be eligible or not for HB?

    By Social Landlord, is this a REGISTERED SL (i.e. with the Housing Corp?). If so, unless the LA has previously referred this to the Rent Officer, I’m not sure there should be any problem.

    However, assuming the rent has been referred, then an existing Rent Officer decision (i.e. referred in last 52 weeks) can only be looked at again if there has been a “relevant” change in circumstances. One of those changes relates to the “character” of the property. So, it’s a question of degree. Even if it gets referred to the R/O as a relevant change, don’t be surprised if the R/O maintains the same level as the previous valuation. And, a note of caution….. the valuation could be reduced…..
