Is it income?

    Our council is holding a consultation on it’s services where it invites members of the public to the council offices to take part in he consultation process. It is offering a fee of £25.00 to anyone who attends – it is not stipulated whether this is for expenses or not.

    Would this payment be included in the HB/CTB assessment or would it fall to be disregarded?

    Does HB Reg 35(2)(d) apply? For this to apply would we have to state the payment was for expenses?

    Thoughts anyone? 🙂

    It looks to be a one off payment, displays none of the hallmarks of income (received regularly, is recurrent, in respect of a period etc)so in my view must be capital.
