Joint Tenant in receipt of DLA care high

    We have a claimant who is in receipt of DLA care high and no one receives carers allowance for them.He is a joint tenant. My perception of this scenario is that as there are no non deps then this claimant would receive a 1 bed rate as would qualify for a severe disibility premium as a joint tenant is not a non dep. Is this correct?
