LA overpayments

    If the LA receives an ETD transmission on a Friday (which would be dated with the Wednesday date on the actual ETD) showing an award of Savings Credit only. If the LA does not manage to process the decision that day, should the overpayment be clasified as LA error? If so, should this be written off as the claimant does not have a duty to report the change?

    With the problems we have had getting correct determinations we have a backlog of SC claims to input, but do not want to create lots of LA overpayments. What is everyone else doing?

    Does anyone know of the correct receipt date to use when inputting ETD’s. Is it the ETD date, a date 2/3 days after the ETD date when the ETD’s can be downloaded or the date the ETD is actually downloaded?

    On a slightly different note, has any other Comino users noticed problems with the format of the ETD’s. We have had several ETD’s which state ‘Passport Benefit in payment’ but the claimant should only qualify for SC only or no PC at all. When we have downloaded the determinations straight from the RAT to check they do not say this on the original. We have raised this with Comino, but are worried that no-one else has seemed to spot this.

    We are applying the PC to the case from the Monday after the date of the ETD ie, ETD received today, dated last week, we apply PC to case from today. However, we are making any overpayment LA error, non-recoverable upto the benefit week in which we actually do the input. We are not therefore creating any overpayments.

    We do not use Comino, we have an in-house application for viewing ETD docs received rather than having paper docs. Because we have the correct file format in place on our in-house system, (obtained from LAST after several earlier formats were found to be duff) we are able to pick up things such as dates of death that are not on the actual paper copies printed off RAT terminal!!! So, the Passported field indicators is another problem. I raised this some time ago and received a reply today from LAST that says the three indicators in this field are E = EIOR, P = Passported, Y = non passported. Since when has a Y indicator ever been negative? Anyway, up to now this field has been less than reliant and I shall test again tomorrow to see if these indicators are actually telling the truth (experience thus far tells me not to bank on it).

    We use anite and had the same problem with the “passport” indicator. As far as I know this is now resolved and all anite sites should have received the upgrade. It looks like comino need to to look at it.

    We use Comino and had the same problems – I printed off copies from the ETD and from Comino to compare and they dialled in and checked the October upgrade and the links to the document templates – however, there is still a problem with Guarrantee Credit change of circs cases as they were unsure which date to pick up!!

    I have been reading all the posts on this subject with interest (I know I must get out more!)

    Am I right in saying that some LA’s view ETD’s directly through a system, as opposed to printing off the ETD’s, and scanning them into a workflow system, as happens here in Moray?

    Can anyone give me a bit more information about the process, thanks?
