I have an appeal in from a landlord re: the decision not to pay HB direct. Landlord and tenant are in dispute over payments which the LA got involved in as LL stated tenant was 8 weeks in arrears however we did not have enough evidence to confirm this so paid to tenant.
We receive an appeal against our decision from the landlord as wants payments direct however, once we get to look at the appeal the tenant has moved out and no further payments of HB are due.
Does this mean that the appeal lapses as we are unable to change the payment destination of any further payments as none are due or do I continue with the appeal?
