If the DWP take a while to make a decision and so award JSA at a later date do they pay arrears for the previous weeks? And do we treat them as capital or just go back on put them on (like earnings)?

If JSA is awarded on date B, but takes effect from date A, it must be taken into account as income from date A (under the relevant benefit legislation). If monies are paid for period A to C, any monies still held by the claimant become capital. If the claimant is paid at D (i.e. even later), it still counts as income for the period it is in respect of, but also counts as capital as at “D”.
