Maintenance of an environmental water supply system

    An RSL has asked if the following is eligible for HB.

    It is for the maintenance of an enviromental water supply system which is used for the toilets only of a block of flats. The RSL argument is that it is necessary for the toilets to work properly, but I’m starting to think inleigible under HRB Sch 1 (1)(g). In that it is already paying for water and sewerage anyway, this is an addiitonal nicety as opposed to necessity for the same function and therefore not for teh provision of adequate accommodation.

    Any thoughts….

    What sort of a system is it exactly?

    It sounds to me like some sort of rainwater/greywater harvesting system

    Ok, what (I think) happens is this……….

    All new homes are on a metered water supply, what happens is that you pay for the water used (Bristol water giveth) also the meter readings are used to set the charge for sewage as well (Wessex water taketh away)

    Now this system is collecting rain/grey water (baths showers etc) and then uses it to flush the toilets.

    Now the issue as far as we are concerned is, is it an eligible service or water charges? As far as it goes I might tend to defer to the likes of Kevin D or Peter Barker. I can see an arguement that it’s connected to the provision of adequate accomodation – or whatever the wording is that makes a service eligible.

    Me. I’ve got a few big blue plastic barrels and a bucket (for the garden not the w.c.!) đŸ™‚
