Messing about on the river!

    Question for today!

    Claimant makes a claim for HB on a houseboat she is renting and from the sounds of things she is tootling up and down canals (I use river loosely!) There is no mention of mooring fees in her claim and so I have to assume that she’s not pulling in at any recognised mooring sites.

    My question is, can HB be paid? I honestly cannot find anything to say yes or no with the only refererences being to mooring fees. My other concern is how can we, or, for that matter, any other authority, be certain she is resident in our (their) patch.

    Any help gratefully received!

    we have a similar case where the claimant pays rent for the use of a catamaran and the mooring fees within our authority are paid by the landlord. I have been trying to think of a way to monitor this/stop paying, as technically the claimant can never be temporarily absent from the home/boat if he leaves the waters within our authority, as he lives on it wherever it is, and we do not have the resources to keep checking for his boat in the marina to see if it is there.

    It doesn’t feel right that we pay this indefinitly, when the claimant could be anywhere!
