GuestHere’s a thought,looking at CTB separate benefit from HB.
The new threshold for savings/capital in pensioner claims is £10,000 with the cap remaining at £16,000.So, the tariff income will range from £1.00 to £12 ( ie £1 for each £500 or part thereof).But when the 20% taper is applied the reduction in CTB associated with this will be quite small, ranging from 20pence to £2.40.
Begs the question, is it worthwhile having a tariff income at all in CTB for pensioners.We are told that the biggest non-take up claimant category for CTB is for pensioners who are owner occupiers.Perhaps no longer having them declare, and LAs verify, savings/capital below £16,000 might mean the intrusions that put many off applying would be removed.
Ah, I hear you say, wouldn’t that be unfair on pensioners who rent and depend on HB? Well many (all?) will also be claiming CTB so would enjoy this easement too.
A bit radical but it will take more than the suggested name change to resolve the appalling rate of take up of CTB amongst pensioners.PS final stab at the link to the article referred to in my original post

GuestI don’t care what it’s called as long as people claim it. If calling it a rebate will remove the perceived “stigma” of claiming a benefit and encourage more pensioners to take it up, that’s fine by me. CTB take up amoung the over 60s isn’t as good as it should be.

ParticipantI think the problem with this proposal is the implicit corollary : “You are a deserving pensioner so you get a rebate – not like those scr**ngers who claim benefits.”
Politically, the braver thing(*) to do would be to tackle the torygraph/mail/express generated “stigma” head-on.
* = probably-not-going-to-happen.

ParticipantDue to negative public perception and poor uptake, maybe the government will introduce an MP-only 100% Rebate scheme to cover their expenses 😉
I mean, haven’t you seen the cost of second homes these days 😯 Especially when you have family to support as well 😆

GuestNow, wait a minute – how do they know people are entitled to benefit who aren’t claiming it so haven’t proved they’re entitled?
So they ask them how much they’ve got to live on, and the pensioner can see the interviewer wants to hear they’re poor, so they say they’re poorer than they are. Then the interviewer whips out a claim form and the next thing we know is – we’ve got yet another fraudulent pensioner claim!
Somebody should stand up for people’s right to not claim benefits!
