new claim or coc?

    A quick query re stats…

    A claimant moves from a council tenancy to a private landlord midweek. The council tenancy ends on the sunday before. We cancel the claimant’s HB entitlement at their previous address for the sunday, and commence at the new address form the midweek date.

    This leaves a break in entitlement. Does this mean that the stats for the assessment of benefit at the new address should be recorded as a new claim, or is it a change of circumstances?

    Any break in claim requires a new claim – even if only one day.

    I think i was getting confused with reg 76, and was thinking that although their liability starts from the midweek date, they are entitled to benefit for the whole of the week, but based on the number of days liability.
