    Just a quick question as having a mental block,
    Have a claimant who is a NHS student studying Midwifery. Receives a bursary.
    Is she liable for Council Tax at her property?

    My understanding is that NHS students who are bursary-aided are students for council tax purposes, but student nurses who are salaried are not (although I believe that in practice all student nurses/midwives get bursaries nowadays, rather than wages).

    In otherwords complete consistency between CT liability and benefit eligibility – how was that allowed to slip through??
