To calculate this indicator the guidance states you sum the total number of increases, decreases and terminations and then divide by the modelled estimate of the expected number of changes to benefit (the denominator) which should be supplied by the DWP.
Does anybody know where I can find the modelled estimate figure?

I think you must be looking at some out of date guidance. There is no target set by the DWP. The formula I have for N180 is:-
Total number of increases + total number of decreases + total number of terminations. The product is divided by the caseload divided by a thousand (to give a per thousand figure).
The guidance does say that LA’s will be divided into groups of similar authorities so some sort of benchmarking can be done.
