A pensioner over 65 has a non dep son who is working and attracting a high deduction, the non dep is off sick for a week so earnings reduce, but then returns to work so earnings increase again. Is the increased NDD deferred for 26 from when he returned to work ?

Yes it is. There is no minimum period for which the lower deduction has been made before the 26 week rule applies to increases in deductions.
