NVQ centres – educational establishments?

    We have a claim from a full time apprentice (joinery). Can his employer, who will award the NVQ, be considered to be an educational establishment?

    I don’t think it falls within the definition, but a colleague feels that it can be, on the premis that they are an accredited awarding body (albeit subject to external verification).

    I think this is just a workplace, but I’m partially relying on a definition from a SI dating back to 1989.

    Any thoughts please?

    To decide if this person (and others working full time towards a NVQ) falls within the definition of a student
